How do forest stakeholders perceive and cope with multiple risks?

Résumé

How do forestry stakeholders perceive multiple risks, and does this notion make sense to them? Until now, risks have been studied one by one in silo. With climate change, one crisis follows another, without forest stakeholders really knowing whether hazards are interconnected, cascading, and or interacting. However, some interactions between biotic and abiotic hazards are beginning to be well described: storms and fires are often followed by attacks by bark beetles, while drought favours weakening parasites, etc. However, socio-economic and political risks are often absent from these chains of interactions. Based on an exploratory study carried out in a Southwestern French forest in 2021, we show that it may be relevant to add a socio-economic component to biotic and abiotic risks in the context of a study on multiple risks. We also show that local stakeholders identify at least four major risk chains for the Gascony forestry. However risks interactions are perceived differently according to the profiles of the stakeholders, as well as their capacities to overcome them. Some critical thresholds may be reached and threaten the sustainability of forest and forest ownership profitability. It also seems that the management of multiple risks in the Gascony forest would benefit from a better structuring and coordination of the timber industry, in order to face up to the challenges of the future
