A specific reception of humanitarian corridors in France: field study of a citizen sponsorship system

Résumé

From 2015 to 2022, 5100 people arrived in Europe through the humanitarian corridors (HC) organized by Sant'Egidio and other organizations. Based on the Canadian sponsorship model, these Christian associations are at the initiative of private sponsorship reception for refugees, which are rare legal routes from Lebanon, Ethiopia, Libya, and Afghanistan to Europe. The French government signed three agreements (2017, 2021) regulating the reception of 800 people (650 in late 2022) from Lebanon through these self-financed schemes, taking care of the reception and integration of refugees. The France-Lebanon corridors is a program that represents a form of citizen reception that has not yet been studied in detail on French soil. My research focuses on the entire asylum process of Middle Eastern refugees who pass through the HC, from the country of departure to arrival. I will question the geography produced by this chain of public-private actors promoting a French policy of asylum visas as a complement to UN resettlement. The national deployment of this reception through private sponsorship reflects logics and strategies of power in the creation of new reception communities dependent on religious or secular networks. I will propose a French field study analysing the structure and composition of these networks of citizen reception for exiles in a multi-scalar perspective. As a researcher-employee of an organization coordinating the corridors, my position brings an original methodological approach deploying sociological surveys to improve the understanding about the residential and integration pathways of families resettled by the French corridors, mainly in rural areas.
