Circularity and Resilience: from multidisciplinary experimentation to urban transformation.

Résumé

The paper introduces the initial outcomes of an ongoing collaboration involving the National School of Architecture of Normandy, UniLaSalle (an agricultural engineering school), and local stakeholders led by the Regional Natural Park of Boucle de la Seine in Normandy, France. This partnership has facilitated workshops that engage students from both institutions, offering a captivating multidisciplinary learning experience and fostering the exchange of knowledge and practices among the participating parties. The encompassed disciplines span from urban planning sciences to architectural design, sociology, agronomy, and ecology. In our approach, we have selected the towns of Rives-en-Seine and Duclair as case studies for projects that intertwine the imperatives of socio-environmental transition with integrated territorial development aimed at rejuvenating urban centers. The overarching objective of this partnership is to propose alternatives to traditional urban planning processes, primarily tailored to small towns in vulnerable territories like the Seine Valley, which are grappling with the challenges posed by climate change. Grounded in data provided by Normandy's IPCC, these revitalization projects explore strategies to infuse ecology, functionality, and circularity into constructing resource-efficient and resilient cities. The methodology employed entails a collaborative effort between students and local stakeholders in crafting scenarios for multi-scale urban and architectural transformation. Notably, our approach strongly emphasizes addressing circularity challenges across various scales, encompassing the territory, city, and individual buildings. We apply circular economy principles to all facets, including material aspects (soil, infrastructure, public spaces, buildings, and resource flows) and immaterial elements (ecosystem services, social dynamics, and economic values). This approach's adaptation of circular urban planning principles, typically associated with large metropolises, to a rural context. We aim to investigate the validity of the hypothesis that small towns can serve as practical laboratories for developing and implementing measures to adapt to and mitigate the impacts of climate change.
