Sustainable management of natural resource using bipolar analysis. Application to water resource sharing.
Résumé
This communication considers a problem of sharing a continuous resource (a duty taken on by a central authority) among a certain number of users in order to satisfy as much as possible some interests declined in terms of objectives by stakeholders (that constitute a community). Such problems are encountered in many socioeconomic domains and mainly in situtations of sharing natural resources such as water resource for different socioeconomic activities such as drinking, irrigation, breeding, industrial used, etc.. Formerly speaking, these problems constitute multiobjectives optimization problem solved in the literature by a plethora of approaches. In this communication, we choose to highlight bipolar analysis approach that permit to introduce some flexibility (a necessity for such problems) during the recommendation phase. Bipolar analysis allow to aggregate separately incentives of the same nature (positive incentives separated from negative ones) so that the trade-off process will be reduced to balancing positive and negative aspects.
