Résumé

The fisheries are changing. Management modifications, social and spatial mutations, environmental changes are all factors of evolution. The statistical simulation is a positivist tool largely used in fisheries sciences and management, in order to understand and assess these dynamics. This situation reinforce the role of experts, scientists and deciders. Nevertheless, even in the Common Fisheries Policy, the decision-making power is, if not gradually, at least partially transferred from the central authorities to community. In this context, methods of diagnostic, objectives definition as well as management strategies evaluation should be reconsidered. For instance, on the one hand, ISIS-Fish is a simulator of fisheries structure, functions and management rules effects in space and time. But on the other hand, it is not made for a participatory use. Thus, however efficient it may be, it does not permit the involvement of people. So a way must be find to develop an involvement of stakeholders. One of these ways could be to try to make a mix between simulation tools and foresight. It aims to identify some desired futures and then scenarios which permits to reach them. Considering such a qualitative, narrative and collective process, we argue that foresight could be an interesting complementary in order to improve simulation. This proposal wishes to feed a discussion on the use of prospective in fisheries sciences and its contribution to co-management. Particular attention is paid to emerging spatially-explicit foresight (géoprospective).
Les pêches maritimes changent. Les réformes de la gestion, les mutations socio-spatiales, les changements environnementaux sont autant de facteurs d'évolution. La simulation statistique est un outil positiviste largement utilisé pour comprendre et anticiper ces dynamiques. Cela renforce le rôle des experts, des scientifiques et des décideurs. Toutefois, le pouvoir de décision est partiellement sinon graduellement transféré depuis les pouvoirs centraux vers les communautés locales, y compris dans le cadre de la Politique Commune des Pêches. Dans ce contexte, les méthodes de diagnostic, la définition et l'évaluation des objectifs et des stratégies de gestion devraient être reconsidérées. Par exemple, le modèle ISIS-Fish simule les dynamiques des pêcheries et les effets de scénarios de gestion. En revanche, il n'est pas conçu en vue de la participation. Aussi performant soit-il, il ne permet pas l'implication des acteurs. C'est pourquoi une démarche différente doit être trouvée. Le couplage de la prospective à la simulation est l'une des possibilités. L'objectif est alors d'identifier des futurs souhaitables puis les scénarios qui permettent de les atteindre. Les aspects narratifs, qualitatifs et participatifs de la prospective paraissent intéressants pour compléter la modélisation. Cette communication a pour but de nourrir une discussion sur l'utilisation de la prospective dans les sciences halieutiques et sur sa contribution à la co-gestion. Une attention particulière est portée à la géoprospective, variante émergente et spatialement explicite de la prospective.
