ULIS devices, paradoxes of a device and challenges for the professionalization of young people in secondary education

The evolution of legislative and institutional references, as well as those resulting from research
work (Desombre et al., 2013; Ébersold, 2017; Mérini and Thomazet, 2016), make it possible to
identify the implementation of inclusive education as part of an ambitious and complex process,
called upon to rely on professionals committed to the co-construction of a training pathway
adapted to the needs, aspirations and capacities of youngsters accompanied by a mechanism
called Localized Unit for Inclusive Education (ULIS), specifically set up to take them into
account. Young people with functional cognitive disorders (CFDs) attending secondary school
(lower and upper secondary school and their families are led to question themselves and engage
in the elaboration of a training programme aiming at social and professional integration which
is often described as difficult (Blanc, 2009; Endrizzi, 2009). The goal of this comprehensive
and qualitative research is to understand the place given by professionals in the education
system, and particularly the coordinating teacher to youngsters and their families, who are
supposed to participate in the development of the training pathway. We have collected two sets
of complementary data On the one hand, the point of view of the coordinating teachers (N=19),
collected through comprehensive interviews (Kaufmann, 1996), enabled us to draw up different
types of mechanisms based on the viewpoint of young people's schooling, the operating
methods and the place alloted to the youngster and his or her family in the development of an
appropriate training programme. On the other hand, comparing the points of view of the
different stakeholders involved within three different secondary school mechanisms (the
youngster, his/her family, the coordinating teacher, the support assistant (AESH), a
management staff and a teacher), allowed us to identify the construction of training pathways
"in situation". In order to gain a more detailed understanding of the use made of the mechanism
by youngsters and families, we relied on the biographical interview (Delory-Momberger, 2019).
In view of the potential communication obstacles, we had to be creative in order to encourage
discussions on how to put their experiences into words (Cifali, 2019; Janner-Raimondi, 2017).
The cross-analysis of the data first of all highlights the influence of the context : how was
opened, the training and mobilization of the stakeholders and the resources granted to the
coordinating teacher, all these aspects do not necessarily favor an adequate accompaniment of
the youngster according to his or her needs, abilities and aspirations. Moreover, the values
promoted by the coordinating teacher are not sufficient to encourage the various professionals
to consider social and professional integration as an object of consultation and action. As
regards initiatives resulting from commonly defined objectives, it is to be noted that both the
youngster’s and his/her family’s point of view is rarely taken into account. Co-construction
boils down to projects built for the youngster with regard to school expectations. Taking into
account the potential of each youngster does not form the basis for exchanges between the
different stakeholders. The gap related to school expectations that professionals in the education
system seek to bridge in vain remains essential. This doctoral thesis strives to question the
conditions and operating methods of an Ulis-CFDs mechanism so that the latter can be seen as
an area of transition for both young people and professionals (Peeters and Charlier, 1999; Belin,
2001).
L’évolution des références législatives, institutionnelles comme celles issues de travaux de recherches (Desombre et al., 2013 ; Ebersold, 2017 ; Mérini et Thomazet, 2016), permettent d’identifier la mise en œuvre d’une éducation inclusive comme relevant d’un processus ambitieux et complexe, appelé à s’appuyer sur des professionnels engagés dans la co-construction d’un parcours de formation adapté aux besoins, aux aspirations et aux capacités des jeunes accompagnés par un dispositif appelé : Unité localisée pour l’inclusion scolaire (ULIS), spécifiquement mobilisée pour les prendre en compte. Scolarisés dans le second degré (en collège et en lycée), les jeunes porteurs de troubles des fonctions cognitives (TFC) et leurs familles sont amenés à s’interroger et à s’engager dans l’élaboration d’un parcours de formation en vue d’une insertion sociale et professionnelle souvent qualifiée de difficile (Blanc, 2009 ; Endrizzi, 2009). Cette recherche à visée compréhensive et qualitative se propose d’appréhender la place faite, par les professionnels du système éducatif, et particulièrement l’enseignant coordonnateur du dispositif, aux jeunes et à leurs familles, censés participer à l’élaboration du parcours de formation. Nous avons procédé à deux recueils complémentaires. D’une part, le point de vue des enseignants coordonnateurs (N= 19) collecté via des entretiens compréhensifs (Kaufmann, 1996), nous a permis de dresser différents types de dispositifs à partir du regard porté sur la scolarisation des jeunes, les modalités de fonctionnement et la place accordée au jeune et à sa famille dans l’élaboration d’un parcours de formation adapté. D’autre part, la confrontation des points de vue des différents acteurs engagés au sein de trois dispositifs différents de niveau lycée (le jeune, sa famille, l’enseignant-coordonnateur, l’AESH, un personnel de direction et un enseignant), nous a permis de repérer la construction des parcours de formation « en situation ». Afin de comprendre plus finement l’utilisation du dispositif faite par les jeunes et les familles, nous avons pris appui sur l’entretien de récit biographique (Delory-Momberger, 2019). Au regard des obstacles communicationnels que pouvaient rencontrer ces derniers, nous avons dû faire preuve de créativité pour favoriser les échanges sur la mise en mots des expériences vécues (Cifali, 2019 ; Janner-Raimondi, 2017). L’analyse croisée des données met tout d’abord en exergue l’influence du contexte d’implantation du dispositif Ulis : les conditions d’ouverture de ce dernier, la formation et la mobilisation des acteurs ainsi que les moyens mis à disposition de l’enseignant coordonnateur ne permettent pas systématiquement à celui-ci de proposer un accompagnement à chaque jeune en fonction de ses besoins, capacités et aspirations. Par ailleurs, les valeurs portées par l’enseignant coordonnateur ne suffisent pas à inciter les différents professionnels à considérer l’insertion sociale et professionnelle comme objet de concertation et d’action. La prise en compte du point de vue du jeune et de sa famille afin d’engager des actions autour d’objectifs communément définis n’est que rarement sollicitée. La co-construction reste à l’état de projets construits pour le jeune au regard des attendus scolaires. La prise en compte du potentiel de chaque jeune ne constitue pas la base des échanges entre les différents acteurs. L’écart par rapport aux attendus scolaires que les professionnels du système éducatif cherchent à réduire sans y parvenir reste premier. Ce travail doctoral permet d’interroger les conditions et les modalités de fonctionnement d’un dispositif Ulis-TFC afin que celui-ci puisse s’envisager comme espace transitionnel à la fois pour chacun des jeunes et les professionnels (Peeters et Charlier, 1999 ; Belin, 2001).
