Résumé
In 1998 EU Member States adopted a wide range of sanctions against Serbia just before the war of Kosovo. This article shows that the sanctions negotiation process brought together actors which were involve into two different social sectors ("High politics" and "External Economic Relations"). In each sector the position, interests, perceptions of stakes of the same actors were quite different. The result was that the EU adopted at the same time though sanctions (in the political framing process) and weak sanctions (in the economical framing process).
