Shifting Economic Models of Transportation Places
Résumé
Since the 1990s, the liberalization of transportation markets, changes in public governance and austerity policies have prompted profound shifts in the economic models of transportation infrastructure. These changes are part of global processes of liberalization, privatization and financialization of urban infrastructure. This chapter focuses on stations and airports in order to discuss the transformations in the financing and management of transportation places. It examines the shift in financing models, marked by the transition from public funding to increased reliance on private investment and the commercial and real-estate development of transportation hubs. The chapter explores the mechanisms driving these changes, including the liberalization of the transportation sector, transformations in the role of the State and the global circulation of new frameworks, models and financing tools. Finally, it evaluates the implications of these changes for the management and operation of transportation hubs, their spatial and social integration into urban territories and the resilience of infrastructure economic models.
