From isola on to integra on. Interplay of Scales and Stakeholders to Cope with Rising Sea Levels: A Case Study in Normandy's Bessin Region

The imperative to address climate change, notably the escalating sea levels in Western Europe, underscores the inadequacy of short-term and isolated risk management practices, prevalent until recently. A paradigm shift in risk response consciousness is fostering a growing awareness of collective responsibilities and capacities and scopes of action for diverse stakeholders, encompassing private and public entities, as well as state, community, and individual actors. Contemporary approaches to coastal management in France try to go beyond the confines of individual sites. Strategies for local coastline management, collaborative development initiatives, and other protective measures against the vulnerability of assets, infrastructure, and communities tend to be conceptualized at a broader spatial scale. These strategies are designed to be integrative and systemic, requiring comprehension not only by policymakers but also by economic stakeholders and the local population. A notable illustration is the local management strategy for the coastal belt in the Bessin region (Normandy), produced by Artelia in 2023, and more specifically the situation in Grandcamp-Maisy and Géfosse-Fontenay. This case is a perfect illustration of the interplay of scales and stakeholders that can be found in coastal regions regarding the challenges of managed retreat and the mobilisation of nature-based solutions (NBS). Emerging from two PhD researches – respectively on urban planning for managed retreat and NBS to reduce coastal risks – this study tends to conciliate temporal and spatial, human and environmental and political and individual scales, responding to an imperative in urban and environmental planning, particularly facing the challenges of rising sea levels.
