Between transitions and resiliences", the challenges of a learning territory

Résumé

The starting point of our reflection is the overlooked aspect of the crisis in our development models. Mutilated by oversimplification, our societies fail to engage the importance of sustainability in dialogue with the imposition of the crisis. We proposed to our "life basin" to explore these questions during a one-year exploratory phase. The results can be summarized as follows: Territories on the periphery of the central metropolis are more inclined to engage actively in the dialogue between transition and resilience. They have been quicker to generate complementary experimental laboratories with our support, in contrast to the central metropolis, which remains skeptical, distant, or unresponsive. Furthermore, we have developed a set of six indicators that promote dynamics between transition and resilience in these territories. Thus, in a four-year program that we are beginning today, we aim to investigate the dynamics of interconnection between peripheral territories and the central metropolis, with a focus on enhancing the effectiveness of the six identified indicators. In this context, we make the strong assumption that a federalized territory is a more sustainable and resilient territory. To this end, we have developed a model of territorial intermediation (instituting political communication) that should enable us to make three qualitative leaps in our approach to federated territorial development. First, to better understand miscommunications. Second, to develop tools and methods of mediation/translation between actors. And third, to stabilize changes in approaches through instituting praxis (with the goal of institutional change). Finally, to achieve this, we have developed our own tools. More precisely, we have the tools for knowledge transfer, which involves mobilizing existing knowledge. We also have tools for social R&D, which focuses on producing new knowledge and tools. Finally, in a more pragmatic approach, we implement these transfer and R&D processes in appropriate spaces. Specifically, we will develop the use of third-party research spaces that allow actors within the territory to meet around the topics of transition and resilience.
