The migration and development nexus and international migration management: the role of the United Nations Development Programme

This chapter discusses the role of the United Nations Development Programme (UNDP) in international migration management through the production and dissemination of its expertise on the migration-development nexus at the local level. It is based on a participant observation of six months in 2015 at the Joint Migration and Development Initiative (JMDI), hosted at the UNDP office in Brussels. Through the production of a series of reports and training tools, legitimised by the participation of local actors, the UNDP creates reference models for migration management policies, disseminates an interpretation of the ‘migration problem’ as a lack of good governance, and establishes the principles of good governance that should be put into practice to solve problems. Finally, it serves to disseminate ‘apolitical’ values, such as that of freedom of movement for people who are considered as equal, and are able/willing to invest.
