Azerbaijan’s policy concerning between the state and the Diaspora: scientific, educational and information spheres

Résumé

Out of strategic need Azerbaijan has been boosting the ties with its diaspora in the recent years, considering it as an alternative resource for the development of their own country and an important “partner” in foreign policy, trying to improve the international reputation of Azerbaijan. In its diaspora policies Azerbaijan attempts to expand and develop the ties with diaspora along with other directions (e.g. TurkeyAzerbaijan cooperation, etc.), including the science component, in pursuit of farreaching goals. Establishment of its own media in foreign communities, and enriching the information resources in the internet play an important role in the state policy of Azerbaijan. The article covers the peculiarities of this policy, objectives of the area and its strategic goals, mechanisms of influence and other issues.
