Unstable Bonds: CERN’s relations with its peripheral member states, 1950s-1960s

The European Organisation for Nuclear Research (CERN) established in 1954 constitutes one of the first forms of European cooperation of the post-WWII period. Historically, CERN developed outside of the institutional frame of the ECSC/EEC and can be seen as an early example of an alternative path to Europeanisation within the scientific domain. Through a reconstruction of the negotiations between CERN and three of its member states – Spain, Greece, Yugoslavia – regarding their participation in the organisation in the 1950s and 1960s, I show that Europeanisation at CERN had a political and a scientific dimension. On the one hand, the intergovernmental character of CERN made it an attractive organisation for these countries to join. On the other hand, CERN’s centrality in the European physics landscape was shaped in response to the difficulties faced by these three members.
L'Organisation européenne pour la recherche nucléaire (CERN), créée en 1954, constitue l'une des premières formes de coopération européenne de l'après-Seconde Guerre mondiale. Historiquement, le CERN s'est développé en dehors du cadre institutionnel de la CECA/CEE et peut être considéré comme un exemple précoce d'une voie alternative à l'européanisation dans le domaine scientifique. En reconstituant les négociations entre le CERN et trois de ses États membres - l'Espagne, la Grèce et la Yougoslavie - concernant leur participation à l'organisation dans les années 1950 et 1960, je montre que l'européanisation au CERN avait une dimension à la fois politique et scientifique. D'une part, le caractère intergouvernemental du CERN en faisait une organisation attrayante pour ces pays. D'autre part, le rôle central du CERN dans la physique européenne a été façonné en réponse aux difficultés rencontrées par ces trois membres.
