The Issue of Standards Development for Sustainable Cities and Communities: ISO 37101 Case Study

Résumé

Accelerating climate change and other global challenges require new ways of managing cities. This need has impacted the development of technical standards, resulting in a process of “standard densification” [1]. There has been an increase in the number of existing technical standards and a diversification of standardized «objects», therefore a multiplication of concerned actors. In 2016 was published ISO 37101, a management system standard addressing communities. In France, the Ministry of Ecological Transition is providing support to territories to implement this standard. However, its adoption is not yet proactive and its implementation remains limited. At the same time, local authorities’ participation in technical committees remains low. Standards are everywhere in cities and yet the use of the concept of ‘standard’ in urban studies is rare, urban studies have yet to come to terms with what city standards mean for urban governance and the future of cities [2]. In particular, while some examples of ISO 37101 implementation have been reported by the press, little can be found in scientific literature. As Merricks White (2019) suggests, an effort needs to be made to describe how and why these standards were developed and mostly how cities and communities select, interpret, and apply them. Therefore, this paper aims to describe how ISO 37101 was developed and to present its implementation in France, in order to discuss the implications of standards development for sustainable cities and communities and their implementation.
