Les contrats à impact social : une menace pour la solidarité ?

On March 16, 2016, the government inaugurated new social action financing schemes, Social impact bonds, renamed in French Contrats à impact social (CIS). Private investors such as banks will be able to finance social projects, and then be reimbursed by the State or local authorities in the event of a proven "social impact". The aim of this article is to present the political and institutional framework of these "social innovations", but above all, based on a child protection project, to examine the transformations they are bringing about in the definition of a policy of solidarity, and the resulting challenges for professional practices and beneficiaries.
Le gouvernement a inauguré le 16 mars 2016 de nouveaux dispositifs de financement de l’action sociale, les Social impact bonds, rebaptisés à la française Contrats à impact social (CIS). Des investisseurs privés tels que des banques pourront financer des projets sociaux, puis être remboursés par l’État ou les collectivités territoriales dans le cas d'un « impact social » avéré. L'article a pour objectifs de présenter le cadre politique et institutionnel de ces « innovations sociales », mais surtout, à partir d'un projet dans la protection de l'enfance, il s'agit d'interroger les transformations qu'elles opèrent dans la définition d'une politique de solidarité et les enjeux qui en découlent pour les pratiques professionnelles et les bénéficiaires.
