Regards croisés sur les organismes de bassin en France et au Brésil dans une perspective des communs
Résumé
Since the late 1960s, the French Basin Agencies and Committees have worked to institutionalize water management as a common pool resource, although this has not always been recognized as such. Similar organizations were created in Brazil during the 1990s. This paper proposes to analyze the extent to which the bulk water levies in France and Brazil have allowed the emergence and consolidation of collective actions that are close to the principles of the Commons.
Depuis la fin des années 1960, les agences et comités de bassin français ont œuvré pour l’institutionnalisation d’une gestion de l’eau comme bien commun, même si cela n’a pas toujours été reconnu en ces termes. Des institutions similaires ont été créées au Brésil dans les années 1990. Cet article propose d’analyser dans quelle mesure les redevances sur l’eau mises en place en France et au Brésil ont permis l’émergence et la consolidation d’actions collectives qui se rapprochent des principes des communs.
