Geoheritage and geoconservation in SW Europe: achievements and challenges in France, Italy, Portugal and Spain

Résumé

The ProGEO SW Europe Regional Working Group was founded in 2010, gathering the ProGEO members from France, Italy, Portugal and Spain. The main aim of the regional group is the collaboration between the four countries, through the organization of scientific meetings and courses, the comparison and discussion of legislation regarding geoheritage protection and the development of a SW Europe regional inventory of geosites based on the national inventories and on a geological frameworks model common to the four countries. In France, the national inventory programme was launched in 2007, following its inclusion in the law in 2002. It currently includes 3455 geosites. The information recorded in the inventory is made accessible to the public on the "National Inventory of Natural Heritage" website, organized as a WebGIS database. This exhaustive inventory is still in progress, and several hundred sites will be added over the coming years. In Italy, a national inventory of geosites was published online by the Italian Institute for Environmental Protection and Research, starting in the 2000s. The WebGIS database, constantly updated, includes now about 2100 geosites. It is a useful tool for territorial planning even if, currently, geoheritage is not protected in Italy by national law, but only through some regional laws. In Portugal, the national inventory of geosites with national and international relevance lists 325 geosites distributed by 27 geological frameworks. Besides, the “Geo-Sítios” project by the Portuguese Geological Survey inventories dozens of sites of diverse relevance. The main challenges are the protection of some of these sites and the engagement of the nature conservation official entities in their geoconservation duties established by law since 2008. In Spain, since 2007, there is a state legislative framework that ensures the protection of 4544 inventoried geosites. These are mainly protected by environmental laws, although often cultural and land planning laws are also used. A well-established academic corpus on geoconservation has been developed over the last 40 years thanks to the work of the Spanish universities, the Geological Heritage Commission of the Spanish Geological Society and the Spanish Geological Survey. The four countries have similarities but at the same time they show a relevant geodiversity. In some cases, geoheritage may be managed by neighboring countries, and a cooperation between countries allows sharing good practices.
