ASSESSMENT OF THE TERRITORIAL ANCHORAGE OF WASTE TREATMENT FACILITIES

Résumé

Corporate Social Responsibility has prompted companies to reflect on their impact on society and territories. Companies in the waste management sector are particularly affected as they face the challenge of gaining acceptance for their waste treatment facilities in territories, and becoming an integral part of the territory can be a challenge. It is therefore essential that they become aware of their impact on their environment. In this context, we may wonder how waste treatment facilities can contribute to territories. In order to provide elements of an answer to this question, it is important to focus on the territorial anchorage of companies, which is considered by some authors to be the pinnacle of social acceptance. The Organisation for the Respect of the Environment in the Enterprise (OREE), a French association, has worked with companies and local authorities to develop an indicator of the interdependence between companies and their territory(s) of implantation (IICT). The question we will try to answer in this article is whether the territorial anchorage of waste treatment facilities can be assessed by the IICT. To answer this question, we will test this indicator on three waste treatment facilities located in France: a Veolia waste-to-energy plant and landfill, and a Paprec selective collection sorting center. This indicator required to collect qualitative and quantitative data through interviews and activity reports from the organisations concerned. We will reflect on the results obtained in order to highlight the limitations of the IICT for assessing territorial anchorage. In a view of the results, we believe that the IICT does not provide a complete assessment of anchorage and that we need to take into account territorial specificities.
