The institutionalization process of smallpox vaccination in Korea: institutional initiatives of Chosŏn before 1894

Résumé

The institutionalization process of smallpox vaccination in the Korean peninsula at the end of the 19th century is a controversial topic in Korean history. Before the official annexation of Korea by Japan in 1910, the institutional initiatives conducted by Chosŏn’s government for vaccination seemed to have been greatly undervalued. This perception was accentuated in previous scientific studies by the fact that we still have very few statistical sources on the number of people vaccinated before the annexation of Korea by the Japanese forces. Moreover, the outset of the institutionalization of vaccination in Korea is commonly situated to 1894 when the first laws for smallpox vaccination were enacted. But before 1894, what were exactly the initiatives done by the Chosŏn’s government to create an organized system for vaccination before 1894? This study mainly explores administrative and law registers compiled between 1876 and 1894-1895.
