National Urban and Housing Policies under PiS governments in Poland

Résumé

Since 2015 Polish have been ruled by the political party Law and Justice (Prawo i Sprawiedliwość, PiS in Polish) whose leader is until now Jarosław Kaczynski; the political orientation of its governments includes a strong criticism of liberalism in economy, accused of producing social inequalities; a stronger even criticism of societal and cultural liberalism, and of liberal democracy seen as excluding for the “people”; an obsession for demographical decline and the rejection of migration (until the war in Ukraine in 2022). The most common definition of this political current, mostly present in Poland and in Hungary it “illiberal democracy”, or “nationalist populism”. This paper analysis the spatial dimension of illiberal democracy throughout urban and housing policy conducted in Poland since 2015. Which were the main achievements in urban and housing policy? What do the political and legal text target: which kind of urban objects, and consequently, which part of the territory? Of the society? The paper begins with a brief state of the art of the literature on the subject, and shows on different scales in which parts of the Polish territory the PiS gets the strongest supports. Then major acts in urban and housing national policy before and after 2015 are analysed. Finally I point which were failures and gaps of illiberal policy in Poland.
