L’aménagement du territoire dans la mise en œuvre de l’Agenda Territorial 2030 de l’Union européenne

Résumé

In den letzten 20 Jahren wurde die Raumplanung immer mehr von den wirtschaftlichen und ökologischen Zielen der EU überschattet: Klimawandel, Energiewende, digitale Wirtschaft. Die Territoriale Agenda 2030 der EU ist eine weitere Illustration dafür. Es sind jedoch die nationalen und lokalen Akteure, die durch ihre konkreten Entscheidungen ihr Territorium entwickeln. Die Pandemie sollte uns zum Nachdenken bringen. Es ist an der Zeit, das Paradigma der glücklichen Globalisierung zu hinterfragen, in unsere Städte, unser Land und unsere Regionen abseits der Großstädte zu investieren. Unter diesem Gesichtspunkt sind die Vorschläge der lettischen Ratspräsidentschaft (Erklärung von Riga zu kleinen und mittleren Städten, 2015) und der portugiesischen Ratspräsidentschaft (zur Entwicklung des ländlichen Raums, 2021) zu begrüßen. Kommen wir zurück zur Raumplanung!
Over the last 20 years, spatial planning has been progressively overshadowed by the EU's economic and environmental objectives: climate change, energy transition, digital economy. The EU's Territorial Agenda 2030 is a further illustration of this. However, it is the national and local actors who, in the concrete choices they make, develop their territory. The pandemic should make us think. It is time to question the paradigm of happy globalisation, to invest in our cities, our countryside and our regions away from the big cities. From this point of view, the proposals of the Latvian Presidency (Riga Declaration on small and medium-sized towns, 2015) and the Portuguese Presidency (for the development of rural areas, 2021) are welcome. Let's get back to spatial planning!
Au cours des 20 dernières années, l'aménagement du territoire s'est progressivement effacé devant les objectifs économiques et environnementaux de l'UE: changement climatique, transition énergétique, économie numérique. L'Agenda Territorial 2030 de l'UE en est une nouvelle illustration. Cependant, ce sont les acteurs nationaux et locaux qui, dans le concret de leurs choix, aménagent leur territoire. La pandémie devrait nous faire réfléchir. Il est temps de remettre en cause le paradigme de la mondialisation heureuse, d'investir dans nos villes, nos campagnes et nos régions à l'écart des grandes métropoles. De ce point de vue, les propositions de la présidence Lettone (déclaration de Riga sur les villes petites et moyennes, 2015) et de la présidence portugaise (pour le développement des territoires ruraux, 2021) sont bienvenues. Renouons avec l'aménagement du territoire!
