Malaunay, showing the way to socio-ecological transition?
Résumé
The case of Malaunay allows exploring the implementation methods of a territorial project born of an institutional impulse, in a top-down logic. The strategy of the municipality is to act itself in its buildings to show the example to the inhabitants. It is meant to be an example not only regarding the other actors of its territory, but also regarding the State: being the good pupil of energy renovation would help Malaunay to get more national and regional subsidies. The municipal institution is both the project owner and the project manager of the main projects: how did it manage to rally the various actors in its territory around the energy project? What does this seemingly very macro-level organisation of a project do to the organisation of the actors?
