On 7 September, eight elected representatives from St Petersburg had the municipal council of the Smolinskoye district vote on the content of a letter signed by the president of the municipal council, Dmitry Palyuga, asking the deputies of the Duma to take the initiative to initiate proceedings for high treason against Vladimir Putin in order to remove him from office. The official statement of the Smolinskoye deputies is a message to all those in Russia who disapprove of the war in Ukraine and who, because of state propaganda and repression, do not dare to express it and organise themselves. Their message is clear and is summed up on militant social networks: "You are not alone, there are many people in Russia who are against the war, and among them are elected officials." The terms and arguments used in this official document refer directly to the rhetoric of President Vladimir Putin, not to validate it but, on the contrary, to dismantle it on its own semantic ground. Five of Smolinskoye's local officials have since been prosecuted for discrediting the nation.
