China’s digital public diplomacy during three months of the Russia-Ukraine war: Peaceful ambassador, neutral mediator, or anti-war fighter?

From Russia’s invasion of Ukraine to today, Beijing has remained officially ambiguous about war. Not expressing a position has been conceptualized by the Chinese MFA as Beijing’s foreign policy principle of “non-interference in other country’s domestic affairs”. However, such rhetoric cannot hide China’s real intentions during the war’s digital diplomacy. Beijing has mobilized a series of pro-Russian narratives on both domestic and international social media platforms (Weibo & Twitter), and it aims to criticize the so-called “U.S.-dominated western hegemonism” while implicitly suggesting and legitimizing a new international order. This study interprets China’s intermestic digital diplomacy narrative strategy regarding Russia’s invasion of Ukraine. By collecting and analyzing China’s MFA spokespersons and three state-owned media’s online narratives on Weibo and Twitter from January 24th (one month before the war) to May 24th, we attempt to 1)outline a timeline of China’s attitudes toward the Russia-Ukraine war; 2) contrast how Beijing crafts war-themed narratives for domestic and foreign publics; 3) understand the evolution of China’s views, attitudes, and narratives on the war. This study will help us understand the meaning of the Communist Party of China’s latest diplomatic request to join “international public opinion struggles”.
