Confucius Institutes and China’s public diplomacy: Chinese-style network synergy and dynamics

Résumé

In this examination of the network structure, synergy, and dynamics of the Confucius Institute (CI) as a flagship brand of China’s public diplomacy, I outlined the conceptual links between international cooperation, network communication, and public diplomacy from a constructivist perspective. The aim was to reveal the interaction and interdependence between the CI and various partners using organizational ethnographic data about the first African-based CI. This analysis revealed an atypical network structure coordinated by CI Headquarters in service of China’s public diplomacy. This network structure involves the organizational hierarchy and synergy within the CI and the durable and constructive interaction achieved by CI branches with their respective domestic and international stakeholders.
