Regionalization and territorial division in Tunisia: from centralized management to territorial governance
Régionalisation et découpage territorial en Tunisie : de la gestion centralisée à la gouvernance territoriale
Résumé
The administrative organization of the Tunisian space, one of the objectives of which was to strengthen the structures of control of the territory and the populations, was based on a centralized model, largely inspired by the experience lived during the colonial period. This organization was challenged and modified following the adoption of the new constitution of 2014 which established a new concept of regionalization based on the principle of equity. The regional mesh now becomes the first level of the administrative hierarchy, above the governorate. This change paves the way for a new territorial governance dedicated to reducing imbalances between regions and allowing communities to directly manage their territories.
L'organisation administrative de l'espace tunisien dont l'un des objectifs était de renforcer les structures du contrôle du territoire et des populations, reposait sur un modèle centralisé, largement inspiré de l'expérience vécue lors de la période coloniale. Cette organisation a été remise en cause et modifiée suite à l'adoption de la nouvelle constitution de 2014 qui a établi une nouvelle conception de la régionalisation reposant sur le principe de l'équité. La maille régionale devient désormais le premier niveau de la hiérarchie administrative, au dessus du gouvernorat. Ce changement ouvre la voie à une nouvelle gouvernance territoriale vouée à réduire les déséquilibres entre les régions et de permettre aux collectivités de gérer directement leurs territoires.
