The Notion of Heritage According to Unesco: Discourses and Categorial Shifts Through Conventions (1972, 2003)
La notion de patrimoine selon l’unesco : discours et glissements catégoriels des conventions (1972, 2003)
Résumé
Since the implementation of the World Heritage Convention (1972), the notion of “heritage” according to UNESCO has given rise to conceptual tensions within the international community, while at the same time underlining the deep interest of the actors in it (experts, inhabitants, institutions). Moreover, we observe a normative effervescence (charters, conventions, resolutions) around this notion which questions both the discursive genesis of the word “heritage” and the categorical shifts from one convention to another (1972, 2003) based on polymorphous examples of world heritage inscribed in Southern countries (Marrakech in Morocco, Angkor in Cambodia). Thus, the article examines the semantic construction of the form "heritage" in the normative discourse of the World Heritage Convention (1972) and how this standardized approach contributed to the division and freezing of this notion into ambivalent categories (tangible, intangible, natural). These freezes, shifts and categorical layers give to heritage communities a central role in the inscription process.
Depuis la mise en œuvre de la Convention du patrimoine mondial (1972), la notion de patrimoine selon l’Unesco a fait émerger des tensions conceptuelles au sein de la communauté internationale tout en soulignant le profond intérêt porté par les acteurs à son égard (experts, habitants, institutions). On observe, par ailleurs, une effervescence normative (chartes, conventions, résolutions) autour de cette notion qui questionne tant la genèse discursive du mot « patrimoine » que les glissements catégoriels d’une convention à l’autre (1972, 2003) à partir d’exemples polymorphes du patrimoine mondial inscrits au Sud (Marrakech, Angkor). Ainsi, l’article étudie la construction sémantique de la forme « patrimoine » dans le discours normatif de la convention de 1972 puis, comment cette approche normée a contribué à découper et figer cette notion en catégories ambivalentes (matériel, immatériel, naturel). Des figements, glissements et millefeuilles catégoriels qui donnent désormais aux communautés patrimoniales un rôle central dans le processus d’inscription.
