The politics of anticipatory expertise. Analyzing modelling and prediction from a science, technology and innovation studies perspective
Résumé
We know prediction is impossible. But what are the concrete ways in which we develop credible anticipatory knowledge? What forms of anticipation gain ground in governance? New tools of anticipation are introduced to shape immediate policy outcomes. They are about abduction of the future into the present, to improve the latter, more than about projection – overall, foresight has largely been displaced by computational tools. Anticipatory expertise, therefore, evolves in function of the knowledge evaluations performed by actors of governance
