Effets of Participation on Using Evidence for Public Decision in Conservation Agriculture

Résumé

Participation is often evoked as a best practice to use evidence more efficiently and more democratically in public policies, especially when confronted with technological innovation and their risks. The communication will question this assumption by presenting results of a research on the development of Conservation Agriculture (CA) both in France and Brasil, in relation with the implementation of agricultural and environmental policies in these two national contexts. It will show that the idea of participation is actually used in a variety of conceptions on the way evidence should be produced and used for innovation and public decision, along with different objectives on efficiency, democracy and control of the risks. An actors’ networks analysis will reveal how these conceptions are carried by different groups formed of actors engaged in the development of CA and of public institutions, who may have conflicting or convergent interests. This analysis will enable me to show that the idea of participation can designate different ways of producing and using evidence, which can be explained by the actors’ interests and their unequal resources of power. Such a situation has effects on the kind and the reliability of the evidence available for public policies. In the case of CA, this evidence is differently relevant and valid regarding the objectives of public action on agricultural development and environmental risks. A lack of evidence on some controversies of CA is also observed (effects of the use of herbicides). Such a situation can therefore be an obstacle for achieving the objectives of public policies on sustainable development, as well as for better controlling the risks and side-effects of an innovation, and allowing a more democratic decision on these problems.
