Optimal Green Technology Adoption and Policy Implementation

Résumé

The importance of coordination problems affecting technology diffusion in the greening of the economy is analyzed using a simple dynamic model. Two policy options are examined, both involving the use of an emissions tax: one complementing it with subsidies that allow firms to better adapt to shocks, the other with technology standards that reduce firms' choices. Both policies are affected by coordination problems and their effectiveness depends on firms' expectations. Since the demand for capital depends on shocks affecting network externalities, the interest rate and the path of the economy are stochastic. These paths are derived in a simple framework and illustrated by numerical simulations.
