Codes and standards strategy for the astrid project

Résumé

A code is a set of consistent and essential rules applied to specific materials and components in order to achieve a well-defined purpose in a given context. Regarding nuclear power plants, nuclear codes concern technical areas related to safety classified nuclear components and systems and this use has to be accepted by safety authorities during the licensing process. Nuclear codes combine standards, scientific and industrial knowledge and lessons learnt. In the framework of the conceptual design studies carried out for the ASTRID SFR (Sodium Fast Reactor) French prototype, it appeared from the inception of the project that a suitable Code and Standard (CetS) strategy had to be implemented. As is generally the case, this strategy depends on past reactor project experience, on specific factors that may be country dependent or reactor type dependent, on the general goal of the project and finally on the expected development after the project. As a SFR project is very likely to necessitate a large international collaboration, we then have to address the international situation regarding CetS. ASTRID's CetS strategy has the short term aim of facilitating the licensing and the construction of this prototype, in a context of international collaboration, and has also the longer term objective of facilitating a future industrial development of sodium fast reactors. The first part of the paper describes briefly the situation and compares Light Water Reactors (noted LWR, which can be pressurized or boiling reactors) and Fast Reactors (noted FR) from CetS standpoint. The international harmonization process that concerns safety authorities as well as industrial codes is also addressed. The second part of the paper overviews the French current status of FR nuclear codes (and their forecasted evolution), including some LWR codes that can be used in that domain with some additional specification. The third and last part deals with the ASTRID CetS evolution and longer term SFR needs in relation with international partnership.
