Zwischen lokaler Aneignung und internationaler Vision. Matera 2019 Kulturhauptstadt Europas

Résumé

In a context of international competition between cities, urban management and public action experience a profound renewal. The traditional resources of public policy are being replaced by new types of governance, which use international awards and labels to promote territories and get global recognition (Epstein, 2013; Harvey, 1989). Urban policies establish a new order, based on urban competition and incentives at a national and international level (Winter, 2014; Zukin, 2012). Heritage and culture are used to produce new urban images and develop regeneration projects thanks to different models (Bianchini et Parkinson, 1993; Evans, 2001). “With globalization making competition more intense, all cities try to create “cultural experiences” that will attract “international residents and travelers”, as the Global Cities index says, leading to an unintended homogenization that hardly distinguishes them at all” (Zukin, 2012 : 18) This paper presents the case study of the city of Matera, whose urban territory has being deeply transformed following a double labelling: the UNESCO world Heritage status in 1993 and the European Capital of Culture for 2019. The paper questions the local reception of the label as well as the evolution of urban design since national and European experts have been involved in planning for Matera. More particularly, I argue that the label “European Capital of Culture” promotes the city through a new urban vision which stands in opposition to local and historical urban representations. This promotion attracts new investors who use Matera as an urban setting for their marketing strategies. In this presentation, I focus on the role of the Foundation Matera-Basilicata 2019, the cultural manager in charge of the preparation and organization of 2019’s events. I discuss the international concepts, models of “best practices” and new visions developed through the cultural program and more precisely the project of a museum named “I-DEA” (Istituto Demoetnoantropologico). Two separate visions and conflicting narratives emerge among the municipality and the Foundation, related to different kinds of practices. On the one hand the local approach is based on tradition, whereas on the other hand experts from the Foundation tend to apply an international approach based on innovation and urban marketing. In addition to this conflict, a new way of looking “at the past” is created, giving a different role of Heritage depending on stakeholder’s visions.. In fact, the absence of a common reflection between UNESCO World Heritage status and the process Matera 2019 leads to the loss of some protected sites and the overexposure in the media of others historic places.
