New Definitions of Australian Public Policy: Hybrid (post?)colonial forms of environmental governance

Résumé

In the past four decades Australian Aboriginal and Torres Strait Islanders have seen their management of the Australian landmass rise from 0 to just over 30%. This increase in indigenous-controlled space is mainly due to land rights legislation and the Mabo Decision (1992), which paved the way for the Native Title Act of 1993. Accordingly, to look after indigenous country, new models of land and sea management have developed. One of the most common of these is the Indigenous community-based enterprise. This type of corporation is one which uses Indigenous Australian knowledge and culturally motivated methods of caring for country but in contrast uses Western forms of financing and management structures through government support. There also exist various kinds of co-governance structures for managing the indigenous environment and natural resources – these structures ultimately being as well a mixed management model – Indigenous and Western. At a time where the First Australians are calling for self-determination, Australian constitutional recognition and for treaties; it could be asserted that this form of hybrid environmental governance model is a form of neo-colonialism. This paper will examine these different versions of mixed governance structures and will analyse to what extent this mixed model of environmental management is advancing a postcolonial society in Australia.
