Résumé
This paper wishes to analyze the main features of the urban public action concerning the favelas of Rio de Janeiro. Through observation of social games and methods with which public programs are implemented, and how they are crossed by often informal arrangements established on the basis of consensus. The porosity and the indistinctness of the fringes between approach. A permanent tension takes place between the general principles of the public action on one side, and the games of powers located and articulated within networks of an other one, in a balance, a fruit of a series of diverse actions, but in which the main interests in presence are protected , often to the detriment of the most deprived.
