The impact of China on global Internet governance in an era of privatized control
Résumé
The fact that China advocates national sovereignty over the Internet and the existence of a censorship system called the "Great Firewall of China" may be misleading. The main stake of China's development as a central actor of the Internet may not be the creation of a Chinese "intranet" that would be isolated from the rest of the world, but on the contrary the most concerning aspect could be China's overwhelming and constantly increasing presence and influence in the global Internet ecosystem. One central issue is therefore to assess the impact that China may have on the adoption of new norms for the Internet globally, from technical standards to more "moral" codes of conduct.
