Vieillissement et enjeux transfrontaliers de la décroissance

Résumé

Territorial shrinkage is a rapidly growing topic in the scientific literature (Morel--Doridat and Hamez, 2019). Commonly, it is defined as the conjunction of different processes (economic slowdown, social exclusion, political weakening) whose the first signs are the population loss of territories (Pallagst et al., 2009) and spatial polarisation (Roth, 2016). Demographic data are at the heart of the identification of shrinking territories. Generally used in a transnational context, they allow to approach a specific socio-economic and political context (Wolff and Wiechmann, 2010). Three types of statistical data are detailed here: •the evolution of the population over a generation (1991-2016 for the European NUTS2 and 1981-2011 regions at local and cross-border level), •the youth index in 2011 (local), •the average annual migration growth rate (2009-2014, local). The spaces at the contact point between France and Germany are particularly revealing of a common challenge on both sides of the borders around the issue of the shrinkage. While depopulation areas are emerging, challenges in terms of demographic management, adaptability of urban spaces, sustainability and accessibility to services are raised. This is particularly the case in the cross-border region Saarbrücken (Saarland) – Moselle-Est (Grand Est). Victim of the industrial crisis, the French and German territories are struggling to stabilize their population (-13.37% in Völklingen (1) between 1981 and 2011, -19.71% in Forbach (2)) against a backdrop of negative net migration and ageing. In addition, there are specific national contexts that need to be integrated: family models (German example), political systems, planning cultures, etc.
La décroissance territoriale est un sujet en plein essor dans la littérature scientifique (Morel--Doridat et Hamez, 2019). Communément, il est défini comme la conjonction de différents processus (ralentissement économique, exclusion sociale, affaiblissement politique) dont les manifestations premières sont la perte en population des territoires (Pallagst et al., 2009) et la polarisation spatiale (Roth, 2016). Les données démographiques ainsi sont au cœur de l’identification des territoires décroissants. Généralement retenues en contexte transnational, elles permettent d’approcher un contexte socio-économique et politique propre (Wolff et Wiechmann, 2010). Trois types de données statistiques sont détaillées ici : •l’évolution de la population sur une génération (1991-2016 pour les régions européennes NUTS2 et 1981-2011 à l’échelle locale et transfrontalière), •l’indice de jeunesse en 2011 (local), •le taux d’accroissement migratoire moyen annuel (2009-2014, local). Les espaces au point de rencontre entre France et Allemagne sont particulièrement révélateurs de l’enjeu partagé de part et d’autre des frontières de la décroissance. Alors que des poches de dépeuplement apparaissent, des défis en termes de gestion démographique, d’adaptabilité des espaces urbains, de pérennité et d’accessibilité aux services sont soulevés. C’est en particulier le cas de la région transfrontalière Sarrebruck (Sarre) – Moselle-Est (Grand Est). Victimes de la crise industrielle, les territoires français et allemands peinent à stabiliser leur population (-13,37% à Völklingen (1) entre 1981 et 2011, -19,71% à Forbach (2)) sur fond de solde migratoire négatif et de vieillissement. À cela s’ajoutent des contextes nationaux particuliers qu’il convient d’intégrer : modèles familiaux (exemple allemand), systèmes politiques, cultures de l’aménagement, etc.
