Abstract: The proposed analysis « what does to intervene mean? » questions the rational as well as the efficacy of foreign and therefore external moves into a situation within another nation with a pretence to ‘solve’ or ‘pacify’ this situation, but with oftentimes the very negative impact of more unstability and a lasting one at that. The explanation of this paradox seems to be less that of incompetence than that of insufficient preparation and analysis of the situation
