Implementing public policies and public action for adapting to droughts in the semi-arid Northeast
Résumé
The chapter proposes a crosscutting analysis of the different contributions in this book. The text examines various public policy instruments and public action initiatives on adaptation in agriculture given increased climate variability and, in particular, drought. It proposes a characterization of these policies and the governance arrangements of collective action and public adaptation instruments. The chapter has two parts. The first introduces the institutional context and presents the theoretical and methodological framework. The second develops the main characteristics of the adaptation actions and public policies studied based on the transversal analysis of the cases in this book.
