Towards a harmonized data policies framework for Research Performing Organizations
Vers un cadre harmonisé de Politiques de Données pour les Organismes de Recherche
Résumé
Towards a harmonized framework for research performing organizations data policies As part of the National Plan for Open Science (2018-2023), France called for French research projects to stimulate collaboration in the application of open science principles relating to research data. Following a special Flash Open Science call from the French National Research Agency (ANR), three French research performing organizations (RPOs) - IRD, CIRAD and INRAE - launched the BRIDGE project (2019-2022). It aims to propose a harmonized framework to implement the FAIR principles in joint research units, universities and other research structures working in partnership, both national and international level. We are presenting one of the main outputs, addressing the research data governance in a partnership context, which ideally needs to satisfy shared criteria that can be read and understood by any scientific collectives or any research organization’s support staff overseeing the laboratories. To ensure that these criteria are reached, the project : i) Uses the outputs of RDA Data policy standardization and implementation group who has identified fourteen characteristic data policy criteria for scientific publishers and funding agencies. ii) Aligns them to the context of RPOs, taking into account both national and international data policies frames, providing concrete recommendations for implementation. iii) Adds two major new criteria : 1) Laws and Regulations , 2) Scientific Integrity. This data policy framework for research performing organizations produced by the ANR-BRIDGE project (ANR Bridge (2019-2022) | ANR-19-DATA-0013) is a potential first step towards a harmonized version by involving more contributors and feedbacks. A webinar presenting this first framework has aroused a high interest within the RDA-France community.
