The French IAS Resource Center, activator of collaboration between researchers, managers and policy-makers
Résumé
In France, a country very much confronted with biological invasions due to its position as an european geographical crossroad, to a great diversity of climates and environments and to islands all over the world, a singular system has been put in place to help all the actors faced with this problem: a national resource center. Co-piloted since 2018 by the French Biodiversity Agency, a public state institution, and the IUCN French Committee, a non-governmental association, this IAS resource center has three main missions: 1) produce, capitalize and make available technical, scientific and regulatory documents on IAS, 2) support and advise the actors involved in IAS through trainings, technical days, discussion forum, etc., 3) animate the national network of actors on IAS with newsletters, conferences, etc. It targets all fauna and flora species of terrestrial, freshwater and marine ecosystems, covers continental France and all the French overseas territories, and addresses all the actors concerned by the subject, by targeting primarily the biodiversity managers and the professional stakeholders. It participates in the implementation of the French national IAS strategy. One of the strengths of the IAS resource center is its network of scientific and technical expertise, composed of a hundred members of all profiles and backgrounds. This sharing interface is therefore essential to connect experts, managers, researchers, businesses and policy-makers for the prevention and the management of biological invasions, by bridging the gaps and answering the needs of those fields. All together they contribute to the development of resources combining knowledge, practice and decision: management manuals, management feedbacks, best practices, species database, technical guides, scientific insights, etc. The main tools developed by the French IAS resource center (http://especes-exotiques-envahissantes.fr/?lang=en) and its network will be presented because this model of system could be declined in other countries.
