              <p>In hydrophilic polymers, water partially crystallizes below 0°C only if its concentration is greater than a critical value, C*. When crystallization occurs, the glass transition, Tg, of the polymer solvent matrix remains constant. This Tg regulation effect and the C* value is explained.</p>
