Between constraint and freedom: territories leading food strategies in France

Résumé

1.Territorial Food Project is a political, rather than a legal, instrument through which the State is trying to encourage local authorities to develop food strategies; as such, it orients and provides a framework for local action, while leaving them a great deal of freedom and space for action. issuesthat have arisen as a result of the recent international crises. 2.Territorial Food Project are hybrid in nature: They are managed and driven "from the top", but developed and imagined "from the bottom". This perspective results from the way in which TFPs have been designed. 2.Territorial Food Project can be improved in order to consider the new objectives assigned by Law on food insecurity and food resilience. The paper contains proposal for funding Territorial Food Project and strengthening the system through legislation.
