Science-Policy interaction for coastal adaptation and management : is it a match ?
Résumé
In France, for several years now, different research projects have been carried out on coastal risks in all coastal areas. This research is conducted with an inter- or trans-disciplinary perspective, involving psycho-socio-environmental approaches, and systematically involving stakeholders concerned by the territories at various scales (inhabitants, local or regional managers, technical coastal risk experts, scientists, etc.). This paper aims to introduce two examples of feedback from this research, to understand the obstacles and levers for changing adaptation measures in coastal areas. The first part will define the context of this research, particularly: conceptualization of risk, transdisciplinary construction, people involved. The second part will present two research experiences: PRECOAST (a research program in the Provence-Alpes-Côte d'Azur - PACA region) and OSIRISC (a research program in the Brittany region). These two examples will then be used to discuss the challenges of adaptation: the need and the importance of the relationships between researchers from different disciplines, as well as between researchers – managers – inhabitants, for example for the appropriation of coastal risk tools (products of these interactions) by local decision-makers; the consideration of the different timescales; the involvement of public agencies in funding research, etc. and of course the importance of social science research in the study and monitoring of coastal risks, for considering and integrating all people concerned by coastal risk in research.
