An analysis of the implementation of the safety management system operating on air taxi operators in brazil
Uma análise da implementação do sistema de gerenciamento da segurança operacional nos operadores de táxi aéreo do Brasil
Résumé
The brazilian Service Providers of Civil Aviation (SPCA), which includes air taxis, will be obligated to implement a Operational Safety Management System (OSMS) by 1st August 2014 as a way of complying with the International Civil Aviation Organization (ICAO) requirements, considering that Brazil is a signatory member of the organization. The OSMS in Brazil is equivalent to the Safety Management System (SMS) and has as its primary function the reduction of accidents and incidents in the SPCA. The objective of this paper is to discuss the expected benefits of the operational safety with the adoption of OSMS by brazilian air taxis operators. This analysis was based on Advisory Circular No. 120-92A which purposes a framework for measuring the OSMS effectiveness, and from other studies that use hypothesis tests as a way to prove the benefits to operational safety after the OSMS adoption. Deploying OSMS allows air taxis dealing operational safety in a systematic way, enabling a more efficient identification of hazards and risk management.
