Article 51: Innovative Experiments to Help the French Healthcare System?

Résumé

Article 51 of the 2018 Social Security Financing Act authorizes the deployment of experiments aimed at proposing organizational innovations within a locality, which will be followed in a second phase by an allocation for where to conduct these experiments. The aim of this chapter is to study how Article 51 of the 2018 LFSS social security financing law constitutes a space for innovation, as well as the role of the patient in this scheme. Drawing on the study of the “Ange gardien” (Guardian Angel) project in Nouvelle-Aquitaine, from a non-participant observation approach, we will see that the experiments possible under Article 51 correspond to modalities similar to those of innovation spaces. These allow us to envisage new frontiers and a recognition of spaces for action, discussion engineering, and an alignment of interests between actors. The inclusion of the patient as a stakeholder also enhances the effectiveness of the innovation process.
