European stakeholders’ visions and needs for stormwater in future urban drainage systems

Transitioning from current urban drainage systems to water-smart societies requires the involvement of different disciplines and stakeholders. However, they have different visions and needs on the transitioning process, e.g in terms of financing, policy adaptation and asset management, which additionally vary between regions and countries. Identifying such conflicts between stakeholders is necessary to propose adaptation strategies. Therefore, needs as formulated in policy papers and legislation in seven European countries as well as from the EU funded project Co-UDlabs were collected and individuals involved in the urban drainage community asked about their visions. Results show that whilst there is consensus on the challenges, visions on how to transition are diverse, indicating more interaction between the different stakeholder groups is required to develop consensus. Additionally, organisational and legislative structures often slow down necessary change processes. Roles and responsibilities in the water sector need to be clarified to enable more integrated planning.
