Démocratie participative et groupes d'intérêts

The aim of this chapter is to examine how interest groups are confronted with the participatory norm. Deliberative theory, the theoretical underpinning of the participatory turn in public action, emerged in the 1980s and was partly constructed against pluralist and neo-corporatist theories. While the latter theories conveyed a conception of democracy confined to representation and competition between groups for access to those in power, the proponents of deliberation defended a conception of the common good arising from an exchange of arguments in the public sphere. However, the development of public participation, initially on a local scale around major development projects, has opened up these arenas to lay citizens alongside interest groups. From hostile to enthusiastic, from blissful to critical, the reception and use of these spaces by interest groups is, to say the least, contrasted according to the actors and contexts. Until now, these interactions have been little studied by political science. However, the development of national deliberative arenas around major issues invites us to develop this field of research.
Ce chapitre a pour objectif de questionner la confrontation des groupes d'intérêt à l'impératif participatif. La théorie délibérative, soubassement théorique du tournant participatif de l’action publique, émerge dans les années 1980 et s'est en partie construite contre les théories pluralistes et néo-corporatistes. Alors que ces dernières véhiculent une conception de la démocratie cantonnée à la représentation et à la compétition des groupes pour l'accès aux gouvernants, les tenants de la délibération défendent une conception de l'intérêt général découlant d'un échange d'arguments dans l'espace public. Le développement de l'offre publique de participation, d'abord à l'échelle locale autour de grands projets d'aménagement, a toutefois ouvert ces arènes aux citoyens profanes aux côtés des groupes d'intérêt. De hostiles à enthousiastes, de béats à critiques, la réception et l’usage de ces espaces par les groupes d’intérêts est pour le moins contrastée en fonction des acteurs et des contextes. Ces interactions ont jusqu'à présent été peu étudiées par la science politique. Le développement d'arènes délibératives nationales autour d'enjeux considérables invite pourtant à développer ce champ de recherche.
