The post-pandemic governance in France

Now that the Covid-19 has become endemic, the question arises as to whether French Government is now better prepared to deal with future emergency situations, both at logistical and legal levels. The experience of the Covid-19 pandemic has undoubtedly made it possible to better prepare for future health crises, even if not all lessons have been learned (I). Another question arises as to whether a sort of de facto permanent legal state of exception has been established in France (II).
