Global scale approach of socio-environmental stakes and conflicts related to floodplain urbanisation

Résumé

This project is part of an interdisciplinary research program GloUrb, which aims to characterize the urbanisation process of floodplains since the 80’s. Floodplains are the attractors and fixing areas of such global urbanisation. Floodplain ecosystems are simultaneously vulnerable to socio-environmental transformations and essential to the inhabitants’ wellness. However, the impact of floodplain urbanisation on humans has been overlooked and understanding stakes and potential conflicts is needed to promote public debates and discuss potential solutions. This work focuses on 300 urban agglomerations of over 300K inhabitants that intersect rivers wider than 30-60 m, selected along a gradient of demographic growth patterns. The main challenge is to use mostly remotely accessible sources, while proceeding to a progressive, top-down selection. The first selection focuses on the 300 selected cities and aims to provide a global scale typology of socio-environmental issues related to floodplain urbanisation. The geospatial data and attributes available on OpenStreetMap and Wikidata will be collected, such as food production items or nature items. On the second selection, consisting of 50 urban agglomerations, text mining and content analysis will be conducted on a set of press articles and web pages (n > 15 000), completed by an analysis of Google reviews for several spatial entities. The goal is to confront the previously identified issues with potential problems that are discussed by social actors. Finally, a few case studies (3-5 sites) will be selected, consisting of confronting planning projects which induced public debates. For each site, planning documents will be analyzed and completed by semi-structured interviews, with the aims of identifying patterns in discourses, and of highlighting tensions between the perceived space, the conceived space and the living space. The expected outcomes are a better understanding of the diverse existing situations and of the main socio-environmental stakes and policies to improve the efficiency of such green infrastructures to provide services and benefits for humans. It will stimulate public debate on floodplain artificialization and on potential solutions to minimize human pressures and promote a sustainable management of these environments.
