Resilient and Sustainable Cities Research, Policy and Practice

Résumé

This contribution aims at defining the link between a smart territory and its manifestation of the resilience. In the latest report submitted to Cedric O in October 2021, the French Secretary for Digital Affairs, entitled "From the Smart City to the reality of connected territories", it is stated that a smart territory is a territory in which, through various digital tools, public services and public policies are driven by data. Based on this definition, we propose to begin with an observation on the concept of intelligent territories and its implementation. We start this analysis from the angle of digital infrastructure and we then try to integrate the notion of resilience. This notion has been explored in multiple domains (Hosseini, Barker & Ramirez-Marquez, 2016 ; Tasic et al. 2020 ; UN Habitat, 2018), referring to the ability of an entity to return to acceptable operating conditions after the concurrency of a disruptive event. By their complexity, smart territories are particularly exposed to risks, transforming resilience on a strategic feature for these territories. Knowing that data is a central element, we propose to show through examples the path from data (sensors, IoT, network and telecommunication, IS) to decision making and the final interactions for the users: data visualization, new services. We will explain the complexity of these systems and we will propose hypotheses to move towards resilience and elaborate a definition and metrics for resiliency of smart territories. In the third part, we validate the fact that the resilience of these intelligent territories does not only require technological elements but also the integration of a human and social dimension. Through a multidisciplinary review of the work in the field, a certain number of concepts emerge (Cyber-Physical Social Systems, Socio-Technological-Ecological-Systems…), highlighting the definition of a conceptual framework. This “resilience thinking”, highlighted by Sakurai & Chughtai (2020), points out the importance of adaptation and transformation in resilience from a socio-technical perspective. Indeed, exploring how to transform our cities into places of community of stakeholders is a challenge that requires the notion of integrating diverse knowledge, experiences and perspectives (Muñoz-Erickson, Miller & Miller, 2017), requiring by consequence, a systemic approach integrating the notion of Socio-Ecological Technical Systems (Hamstead et al., 2021). In the last part, we will propose through the example of an intelligent territory demonstrate the effectiveness of the conceptual framework and use it to develop the paths that can lead it to resilience.
